Stormy Sky of 1916

Rather than a story, all we really have here is photograph to analyse. Supposedly taken in 1916 by someone wanting a snap shot of the fast approaching storm brewing in the sky.

It seems to depict an image of a figure holding something in each hand. Due to it's age, there is little, if any further information to be found other than through examining the photograph itself.
